As a governmental entity entrusted with public funds, the Devils Lake Water Improvement District adheres to Local Budget Law described in state law. The budgetary process follows the Budget Calendar, and begins with the Budget Officer’s preparation of the budget which is proposed to the Budget Committee for approval or revision. The Budget Committee is comprised of the Board of Directors, plus five members at large who collectively review the Budget Officers proposed budget. The Budget Committee then recommends the budget for approval to the governing body of the district, in this case the Board of Directors. The Financial Oversight Committee
Members: Kent Norris, Jim Park & Douglas Pirie
The Financial oversight committee is charged with insuring the financial policies of the District are being met. Each year the Devils Lake Water Improvement District’s financial statements are audited by an Independent Auditor. The auditor routinely may provide recommendations to the existing policies or share new state or federal mandates the District must incorporate into its financial policy. The Financial Oversight Committee reviews and helps implement such changes. Annual audits are on file with Oregon’s Secretary of State, and copies are maintained at the District’s Office for review. Beginning in 2008, digital copies have also become available.
